Kyoto City National Health Insurance Subsidies for the Privately Financed International Students

Start of Application for 【Normal Application】 for the academic year 2017!
The period of application is from September 1st to October 10th, 2017.
Please read the following information carefully.
《Reference》
This is the institution that gives subsidy of up to 700 yen per month to Self-funded International Students with “ Student” resident status who have enrolled in the National Health Insurance scheme administered by the Kyoto City Government and are paying National Health Insurance premiums.

Please see the details below and apply in the application available period.

(4,200 yen is paid once every half year. Application is required every year)
RequirementsYou can receive the subsidy if you...

・ continuously live in Kyoto City until a deposit day; and

・ attend a college or junior college in Kyoto City; and

・ are a privately financed international student , who is not receiving a scholarship from the Japanese government or any other scholarships of equivalent value to the following amount (Fiscal 2017 amount figure - 117,000 yen per month); and

・ have ”Student” resident status; and

・ have enrolled in the National Health Insurance (NHI) scheme administered by the Kyoto City Government for more than 6 months, and are paying your National Health Insurance premiums.

Bank transfer request form【Form 3】
with a copy of your JP Bank bankbook (the page that shows the bank name, branch number, your account number, and the depositor's name) or cash card affixed to it. "JP Bank" (Japan Post Bank) is the only financial institute to tranfer money for this application; therefore, you have to open a bank account at the post office in order to apply for this subsidy.
Please fill in the name section with your name as it is indicated on your National Health Insurance Card.

*The photocopy should be the actual size of your National Health Insurance Card.

Application period and Subsidy deposit day
Please apply online from KCIF website "Kyoto International Students Information Site" during the period below. Thereafter, please submit the required documents to the Office of International Students.
※If you have already applied for the subsidy in fiscal 2016, please login to the website, check your information on the page and update your information if there are any changes. Then, please register your information (in blank items) relating to a Japan Post Bank account and National Health Insurance Card.

Please read 【Important !!】 below.

【Important !!】
(MUST read !!)

・You have to apply for the subsidy every year during your period of study.

・You have to complete BOTH online application and submission of application documents to the Office of International Students. Application is not complete until you have done both.

・If you move (within or outside of Kyoto city) by the deposit day, you need to submit the form for changing address to the Office of International Students as soon as possible. The form is available at the office. If you fail to submit the form, you cannot receive the subsidy for the term including the day you move.

・Period of subsidiary is divided into 2 terms (April 1st to September 30th and October 1st to March 31st) and the payment is made every half year. You cannot receive the subsidy every month. In case you lose qualification (move outside of Kyoto city, fail to pay NHI premiums, and so on), you will not be able to receive subsidy for the term including the date of loss of qualification.

・If you forget to appy in September (normal application) and you apply for additional application in March following year, you cannot receive the subsidy for period of April 1st to September 30th of the previous year.

・Regardless of your enrollment period, you cannot receive the subsidy for the last 6 months payment of the final year in principle.
(However, if you continue to reside in Kyoto City until the deposit day after graduation, you can receive the subsidy.)

・Students who continue studying at Doshisha University after graduation (including Bekka program) and students whose graduation is postponed need to change the name of faculty and/or the expected graduation date during the next normal application period (September 1st - October 10th). (DO NOT change the date of admission, especially if you entered in fall semster. If you change it, you will not be able to receive the subsidy for April 1st to September 30th of the year.)

【Important Notice】
Condition of not receiving subsidy
  • In accordance with the provision of “Kyoto City National Health Insurance Subsidies for the Privately Financed International Students Scheme,” students are unable to receive this subsidy in some cases, if they apply to any of the following.
    Screening for your qualification for July:
    If your payments of the National Health Insurance fees of the previous year (Term 6 to 10) is less than 50%
    Screening for your qualification for January:
    If your payments of the National Health Insurance fees of the current year (Term 1 to 5) is less than 50%.

  • If you don’t make a payment of the National Health Insurance fees by the each due date, it will take time to update data of your payment record. Please make sure to pay the National Health Insurance fees by the due date.

  • If you pay the National Health Insurance fees from a Post office or a Convenience store, it will take about 3months at most to update your payment record. Please use account transfer payment.

  • The amount of the National Health Insurance is depending on your income therefore, if you do not have income or less income, please report to a pension department of the ward office.
