5.When you move out of accommodation
1. When moving out of an apartment
(1) General move-out process
- (1)
- Let your landlord or estate agency know when you
are moving out
- Make sure you contact your landlord or estate agent to let them know your intention to move out two months prior to the moving out date. Since the moving out process differs depending on the contract details, be sure to check your tenancy agreement in advance. In principle, the end of a tenancy should be formally complete in prescribed documentation.
- In case you are moving out of the University accommodation, please follow the instructions given by the Office of International Students.

- Utilities (electricity, gas, water)
- If you are paying the utility charges along with the rent, contact the estate agent to arrange the termination of contract and settlement of bills. Besides, check if there are any required procedures you should follow upon moving out.
- If you have a direct contract with the electricity / gas suppliers and waterworks bureau, contact the respective company/bureau to ask how to terminate the contract. For further details, please see "Cancel utilities (water, electricity, gas) and pay the final bills" below.

- Bank account for paying the rent
If you are paying the rent by bank account transfer, bring your bankbook and personal seal to the bank to terminate the transfer.

- Cleaning and garbage disposal
Dispose of garbage according to the rules of your local municipality. Bedding, large size waste and home electrical appliances must be disposed of in a different way from that of general household garbage. You must also bear the recycling fee designated by law when disposing of air conditioners, televisions, refrigerators and washing machines, etc.

- Final inspection before leaving
After taking out all your property and cleaning your room, request your landlord and the estate agent to check the condition of your room with you. You will be charged for repair of any damages pointed out at this point. If any parts had already been damaged before your move-in, clearly inform the fact of the management company. Confirm the part(s) for which you are required to pay the repairing cost and the amount of the said cost, and sign and affix your personal seal to the document.

- Return your room key
After the final inspection is completed, return the room key to your landlord.
(2) Submission of Notification of Moving Out
- Submit the “Notification of moving out” to the municipality (ward office) in charge of your place of residence.
- If you are leaving Japan, please read "Procedures at your local municipal office" to check the details on what you are required to do before your departure.
2. Procedures for utilities: electricity, gas, water, bicycles, etc., and Notice on when moving overseas
- When you no longer use any or all of the utilities, find out how to cancel each utility's contract in advance, and proceed with the necessary procedures accordingly. Be aware that you shall be liable for the payment if the contract remains pending due to the failure of cancellation procedures.
If you used the rent guarantor service provided by "Global Trust Networks (GTN)" when signing a tenancy agreement, you can consult GTN agents regarding the cancellation procedures for utilities (gas, water, electricity, etc.). If you need their support, please prepare the contract documents of each utility service and contact them.
Cancel utilities (water, electricity, gas) and pay the final bills
- Contact each utility's company to end your contract. For your reference, below are the websites of major utility companies.
- Please prepare statements which show your contract number and customer number upon processing cancellation or making inquiries.
Kansai Electric Power

How to close your bank account
When you no longer need a bank account in Japan or move out of Japan
Japan Post Bank

Bring your "bankbook", "cash card", your "personal seal which you used when opening your bank account (if you have)", "identity verification documents (residence card, passport)", and proceed with the procedure at a post office or a branch office of Japan Post Bank.
Disposal/ownership transfer of bicycles

Bring your "bicycle", "Jitensha-Bohan-Toroku card" i.e. bicycle anti-theft registration card in case of theft, and "identity verification documents (residence card, passport)", and consult the store where you purchased the bicycle. - Notice:
If you would like to hand over your bicycle to another person, you have to complete the ownership transfer procedure with the new owner before leaving Japan. There are some cases where those who tried to proceed with the procedure after returning to the home country, but failed for lack of required documents. If the ownership transfer procedure has not been completed accordingly, the new owner might be regarded as a larcener.
3. Procedures at public and notice on when moving overseas
Procedures at your local municipal office
- Procedure period:
one – two weeks prior to your departure date - Essential documents:
your "residence card", "passport", "My Number card (individual number card)", "national health insurance card", "pension book (if you have enrolled in)"
Step 1: Submit the "Notification of Moving Out"
- Be sure to submit the "Notification of Moving Out" to your local city/ward office.
- [When moving out of Japan]Have your My Number card invalidated when submitting "Notification of Moving Out". The officer will put a stamp which shows invalidation on your card and return it to you. Please retain your My Number card in case you come back to Japan.
Step 2: Procedures for national health insurance: withdrawal, change of the validity period, final payment)
[When moving out of Japan]
- After Step 1: Submit the "Notification of Moving Out" is completed, proceed to the procedure for the withdraw of national health insurance, and pay your final bill. If you specify the next day of the date of departure from Japan as the withdrawal date, the insurance will be valid until the end of your departure date. After paying your final bill at the local municipal office, the officer will amend the validity period of your insurance card.
Step 3: Withdrawal of national pension system (participants only)

- Make sure you complete the withdrawal procedure for national pension system if you have enrolled in.
- Those who have paid the pension premium for six months or more are eligible to apply for a Lump-sum Withdrawal Payment. For further details, please see Japan Pension Service: "Lump-sum Withdrawal Payments"
Have your residence card invalidated before leaving Japan
[When moving out of Japan]
- When you are no longer a student of Doshisha Unversity and will leave Japan, be sure to invalidate your residence card at the airport where you will depart. Immigration officers will punch a hole in your residence card and return it to you.
